Understanding the Central Lake Public Schools Sinking Fund Millage Proposal

The Board of Education remains committed to transparency, responsible financial management, and the long-term financial stewardship of the District’s buildings while providing educational opportunities for current and future generations of Central Lake students.

As always, the decision rests with the voters of the Central Lake Public Schools district.

In August, voters in Central Lake Public Schools will consider a School Building and Site Sinking Fund Millage Proposal on the upcoming ballot.

While the ballot language identifies this as a new millage proposal, it is important for voters to understand that the District’s current sinking fund is scheduled to expire. If approved by voters, the Proposal allows the District to take advantage of expanded uses for sinking fund dollars authorized under Michigan law while maintaining a local funding source dedicated to school facilities, transportation, technology, security, and infrastructure improvements.

If approved, the proposal would authorize the District to levy up to 0.4766 mills for four years, from 2027 through 2030, generating approximately $203,421 annually for eligible capital improvements and purchases.

Why Is This Funding Important?

Just as homeowners must continually invest in maintaining and improving their property, school districts must responsibly maintain facilities and infrastructure. 

The sinking fund millage provides a dedicated local revenue source specifically for these long-term capital needs. Unlike general operating funds, which are budgeted for day-to-day educational expenses, sinking fund dollars may be used only for purposes authorized by Michigan law and identified on the ballot.

This distinction is important because it allows the District to address facility and infrastructure needs without diverting instructional dollars away from students and classrooms.

How the Sinking Fund is Aligned with the District's Strategic Plan

Central Lake Public Schools is currently engaged in a multi-year effort to renovate, improve, and modernize district facilities. These improvements align with the District's strategic goals of providing:

  • Safe and secure learning environments, well-maintained and efficient facilities, modern technology infrastructure, reliable student transportation, long-term financial stewardship, and community-centered educational spaces
